Yes there are some areas down there which are so remote no netting. On our recent trip down Brandon and I saw a bay with very limited access. That remoteness has saved it from over fishing. A group of us are making an exploratory trip down in the near future. I will give a complete report on return. The only access is a trip down a gravel road over 50 miles. A few people live near the waters edge with limited fishing. I guess the reason no netting is the closest power is 50 miles away and no refrigeration available. Will fill you in when we return.
